Case Study
Shaping Cambodia’s Alcohol Policy Through Data & Advocacy

The Challenge
APISWA has identified Cambodia as a priority market for the alcohol & health agenda. Specifically, APISWA was looking to engage the Government of Cambodia on the upcoming UN High Level Meeting on Non-Communicable Diseases (NCDs), promoting a culture of responsible drinking, building industry credibility, and effective media engagement through safeguarding its role in contributing towards the reduction on harmful use of alcohol, ensuring the focus remains on “harmful use of alcohol” and not “use per se”, and avoiding an inclusion of “no safe level.”
The Solution
Ruder Finn Era developed a communication strategy for APISWA to engage its stakeholders ranging from governmental to grassroot levels including the launch of the white paper policy, a national evidence-based study on harmful use of alcohol in Cambodia, followed by a multistakeholder policy dialogue, targeted op-ends and media interviews with tier 1 media, and influencer partnerships.
